Area Model review

Share your thoughts on how our areas are working.
We're doing a review of our Area Model to understand what is currently working well and why, what isn't working well, and what we can do better.
Between November 2025 and March 2026, we're aiming to collect a broad range of views from people across the organisation. Ways we collect these views will include:
- An online survey, which all our people are encouraged to complete,
- In-person visits to some sites across the country,
- Direct conversations with a cross-section of our people and teams, and,
- Online drop-in sessions, which will be open to all our people.

This review is being conducted by an external team. This ensures that an impartial third party who engages with our people across the organisation.
Our Area Model
Our 'Area Model' refers to the ways we organise, support and connect Red Cross people and activities within our geographic areas across Aotearoa New Zealand to deliver local impact.
We made several significant changes to our Area Model in 2022/23. These changes were intended to help us deliver on our Mission, our Fundamental Principals, and on Strategy 2030. These included:
- Simplifying our geographic areas, by reducing the number of areas from 16 to seven,
- Strengthening our local governance, by increasing the number of representatives on area councils and from areas to National Council,
- Providing more dedicated support to help area councils coordinate our work in each area and support members, in the form of area support teams and clear descriptions of roles and responsibilities for those helping lead areas,
- Increasing youth representation, leadership and engagement in our work.

About the review
When the new Area Model was announced in 2022, the plan included having a comprehensive review in 2026.
For any large-scale project like our Area Model changes, having a review to reflect and seek feedback is really important. This helps us understand what is working and identify any improvements required.
What the review covers
We're looking specifically at the ways we do things in our areas. This includes things like how we organise and connect people locally, our processes for decision making, our governance, and the systems that help us run activities and services.
The review will not make recommendations about specific local programmes, activities, or services, nor will it cover broader national or international work at Red Cross.
How to participate
All Red Cross people will be invited and encouraged to fill in an online survey.
You will receive a direct email with more information about this.
We'll be sending this email to everyone who gets our regular Inside RED newsletter.
If you've unsubscribed from our newsletters but still want to get information about the survey, let us know by emailing areamodel@redcross.org.nz.
The review team will be engaging with a broad range of people across the organisation. They'll be setting up conversations and making site visits to observe our services in action and talk to people on the ground.
They will make sure these engagements include each of our seven geographic areas, as well as a good representative cross-section of our people and activities. With around 13,000 Red Cross people and our activities happening across Aotearoa New Zealand, it won’t be possible for the reviewers to visit or speak individually with everyone.
If the external review team is going to visit or talk to you or your team online, they will get in touch with you or your people leader first.
These will happen in 2026, towards the end of the review.

The external review team
There are three people on the external team conducting this review: Molly Kennedy, Don Clarke, and Rob Heaney.
Molly Kennedy is a senior management consultant with 18 years of experience in strategy, performance and leadership.
As a consultant, she has supported a diverse array of public, private and not-for-profit organisations, including Volunteering New Zealand, Catchment Communities Aotearoa, Wellington Free Ambulance, Ministry for Business, Innovation and Employment, Civil Aviation Authority, and Hato Hone St John.
Molly has held roles of Chief Executive for KiwiClass and National Refugee Services Manager for New Zealand Red Cross. She is the current Board Chair of Interpreting New Zealand. She brings a strong focus on equity and social support with and for groups facing socioeconomic barriers. She has experience using Te Tiriti partnership, protection, and participation frameworks both in governance and operations.
Don has extensive international and domestic experience in programme and project evaluation and design. This has encompassed senior UN, New Zealand Government and NGO leadership and governance roles, as well as 10 years of independent consultancy engagement through country programme and project evaluation and design assignments, particularly in Asia and the Pacific, most recently through International Labour Organisation.
As a senior manager of the New Zealand government development cooperation programme within the Ministry of Foreign Affairs and Trade between 2002 and 2010, Don oversaw New Zealand’s partnerships with the ICRC, the IFRC and New Zealand Red Cross as part of the broader portfolio of multilateral and NZ NGO relationships. Don also served as the founding Executive Director of the NZ Council for international Development (CID).
Rob is a seasoned management consultant with over two decades of experience spanning public, not-for-profit and private sectors. He works with organisations to assess and develop their organisational strategy, design, and performance.
Rob's experience in both New Zealand and the United Kingdom includes Education, Agribusiness, Defence, Energy, Financial Services, Government, Health, Telco and other industries. His recent mahi has included working with Waka Kotahi New Zealand Transport Agency, Te Pūkenga, and the Pacific Community (SPC).
Rob was previously a senior Director leading PwC’s People and Organisation management consultancy practice in New Zealand. He's now a founder of Volte – a boutique consultancy of organisational and financial strategists, advisors and analysts.
What happens after we gather your input
What you share will help shape how we strengthen our local activities, governance and impact in communities throughout New Zealand.
Once engagement with our people is complete, the external review team will provide a report with findings and recommendations.
We anticipate any next steps to improve our Area Model that emerge these findings are likely to be known by the end of June 2026.
Findings from the Area Model review will also inform the upcoming broader review of our Realising 2030 activities.
