What is Visitor Care Manaaki Manuhiri?

Working with Te Tari Taiwhenua, Department of Internal Affairs, Visitor Care Manaaki Manuhiri (know to government as Foreign Nationals Impacted by COVID-19 Programme) delivers in-kind assistance to help people on temporary visas meet basic needs, such as food and accommodation.

Internal Affairs is administering the online system and processing applications. From 1 July, if you are in need and on a temporary (work, student, visitor) or Recognised Seasonal Employer (RSE) visa, you can check your eligibility and apply through foreignnationals.services.govt.nz. The programme will run for three months and you can apply once every four weeks, depending on your needs.

You may be eligible if you are struggling to meet your basic needs and have limited funds (not including funds set aside for a flight home). To find out what support you might be eligible for, head to https://covid19.govt.nz/business/covid-19-financial-support-tool/

 Sponsors and sponsored persons are not eligible for this support. The sponsor cannot apply for support to Visitor Care Manaaki Manuhiri because as a New Zealand citizen they are able to apply for support from the New Zealand Government. The sponsor can apply for support through the Ministry of Social Development.

In-kind vouchers

If you have received confirmation that you are approved for an in-kind voucher, you will be able to receive this through your local Red Cross team. Check the information below to find out how to collect your voucher. 

Please allow 48 hours after your application has been approved and bring evidence of your approval and passport. 

Keeping each other safe 

New Zealand is now in Alert Level 2. This means that you need to keep two metres distance, wash your hands frequently, wear a face covering on public transport, and stay at home and seek medical advice if you are unwell.

Are you a Recognised Seasonal Employers (RSE) employer or do you hold a RSE visa?

To be eligible, the Recognised Seasonal Employers (RSE) employer must be an Immigration New Zealand-registered RSE employer, and have foreign nationals for whom they are required to facilitate accommodation, utilities and food, and who are no longer earning an income or are earning a reduced income.

RSE employers should contact 0800 RED CROSS (option 1) to discuss your situation. If you are on an RSE visa, you should talk to your employer about applying for this assistance.
